State government spends too much

State government needs to control spending and ensure taxpayer dollars aren’t wasted. When you consider the Medicaid program alone costs New York taxpayers $4.5 billion in waste, fraud and abuse every year, it’s clear State government needs to learn how to live within its means. Here’s what the Assembly Minority Conference has proposed to control spending:

  • Prevent "backdoor" borrowing without voter approval

  • Institute a "truth in borrowing" measure to provide transparency to taxpayers

  • Require a 2/3 Super Majority for passage of any bill that imposes a new tax

  • Call for fiscal impact statements on all legislation

State government taxes too much

Money Magazine once called New York a "tax hell."  Years later, we’ve seen some progress but more work remains, especially since New Yorkers pay property tax rates that are the third-highest in the nation. Here’s what the Assembly Minority Conference supports to provide real tax relief:

  • Enact "STAR Excelsior" to deliver $1.75 billion in extra property tax relief

  • Provide an $800 million personal income tax reduction

  • Eliminate the corporate franchise tax to save manufacturers over $500 million annually

  • Restrict Albany’s unfunded mandates



Here’s what the Assembly Minority Conference achieved this legislative session:
passed Secured $920 million for property tax relief rebate checks
passed Capped the state sales tax on gasoline
passed Eliminated the state sales tax on clothing & footwear under $110
passed Expanded the state’s DNA database
passed Removed the statute of limitations on rape and other violent sex crimes
passed Strengthened Megan’s Law to protect children and families
passed Enacted tougher penalties for gun traffickers
