Speaker Sheldon Silver (right) joins Governor Andrew Cuomo and the leaders of the Senate Majority Coalition, Dean Skelos and Jeffrey Klein, to announce a conceptual framework has been reached for the SFY 2013-14 budget. At the evening news conference, Silver said the framework addresses the Assembly Majority's priorities of re-establishing the ladder to the middle-class that so many generations have climbed to achieve financial security.
I am pleased that the Governor and the Legislature have reached agreement on the conceptual framework of a budget that maintains the Assembly Majority’s longstanding commitments while making critical investments in the future of our state.

This agreement encompasses the budget as well as the Assembly Majority’s top priority, raising the minimum wage. Equally important, we ensure the care and wellbeing of our vulnerable populations, stimulate job creation, and safeguard a sound education for our children.

I commend Governor Cuomo and my colleagues in the Assembly and Senate for their hard work and leadership. I also offer my sincere thanks to the chair of the Assembly Ways and Means Committee, Herman D. Farrell, Jr., for helping us achieve another successful budget agreement.
