LEGISLATIVE ACTION

The Legislature concurs with the Executive recommendation.  However, an 
appropriation of $4,200,000 is provided in the Division of State Police 
for cooperative implementation with the Attorney General of the Federal 
Communications Assistance Law Enforcement Act (CALEA).

Article VII

The Legislature approves legislation that would authorize the Department 
of Law to impose and collect late payment charges, interest, and collection 
fees on debts owed to the State.  The approved legislation would clarify 
the terms "liquidated" and "outstanding debts", to allow the Department 
of Law to directly recover collection expenses on bad debts.  This 
legislation would also provide that collection fee charges may be included 
in the statement of damages sought in a court action.

The Legislature provides funding for the following:

        MANAGED CARE CONSUMER ASSISTANCE PROGRAM.    $60,000
