Agency Mission

The Department of Motor Vehicles (DMV) issues driver's licenses and vehicle registrations, and provides other related motor vehicle services.

Year-to-Year Change

The Executive proposes funding of $220,219,100 for State Fiscal Year (SFY) 2001-02, an increase of $6,305,500, or 2.95 percent, over the prior year.

Legislative Proposals

The Assembly adds $150,000 to hire additional employees to supervise school bus motor carriers in conjunction with the State Education Department (SED) which will also receive a matching $150,000 to hire employees for school bus oversight.

The Assembly accepts the portion of the Executive's Article VII proposal which would reduce the Driving While Intoxicated (DWI) blood alcohol level to .08 percent, and the commercial motor vehicle blood alcohol level range from .07 percent - .10 percent to .06 percent - .08 percent, but rejects the portion which would change "percent by weight of alcohol in the person's blood" to "grams of alcohol" per 210 liters of breath or 100 milliliters of blood. The Assembly proposal meets the Federal requirements.

The Assembly rejects the Executive's Article VII proposal regarding DWI repeat offenders set forth in Part H of A.1998, and substitutes a proposal to comply with the Federal "repeat offender" requirements and avoid the transfer of $9 million in Federal highway aid to the Highway Safety Program in Fiscal Year 2001-02.

The Assembly would extend for one year the law requiring the six month suspension of drivers' licenses for certain drug-related offenses (the "Solomon Law"). This will avoid the loss of approximately $43 million in federal highway aid.

The Assembly rejects the Executive's proposal to change the fee structure for vanity and distinctive license plates. The Assembly accepts the proposal to modify the existing annual fee schedule for various military license plates in order to establish a uniform, one-time fee on military plates, with the exception that no fee be charged for Congressional Medal of Honor, Former POW-MIA, and Gold Star Mother license plates. This would result in a fee reduction for the majority of military plates issued.

The Assembly rejects all other Article VII DWI proposals as unnecessary to complete the budget.
