NOTICE OF PUBLIC HEARING


SUBJECT: Verizon Service Quality in New York State

PURPOSE: To review and comment on the Interim Report on Verizon Service Quality released by the Committee on May 7.

On May 7, 2003, the Committee released the Interim Report on Verizon Service Quality in New York State. The Committee found a systematic decline in service quality across Verizon's service area in New York State, and identified several specific areas of the State suffering unacceptable levels of service, including Nassau County, Watertown, Syracuse, Utica, and Johnson City. In addition, the Committee found that the change in service quality targets instituted by the Public Service Commission contributed to this decline by permitting lower levels of service and by masking pockets of poor service in annual statewide averages. The Committee recommended that the PSC immediately begin an investigation of the current service quality target and penalty structure, and to ensure that Verizon improve its service and reverse the current downward trends.

This hearing will take testimony on the findings and recommendations of the Interim Report as part of the Committee's preparation of a Final Report. In addition, the Committee will examine whether data presented to both it and the Commission are complete and accurate.

TESTIMONY WILL BE BY INVITATION ONLY

Persons invited to present pertinent testimony to the Committee at the above hearing should complete and return the enclosed reply form as soon as possible. It is important that the reply form be fully completed and returned so that persons may be notified in the event of emergency postponement or cancellation.

Oral testimony will be limited to 10 minutes' duration. Ten copies of any prepared testimony should be submitted at the hearing registration desk. The Committee would appreciate advance receipt of prepared statements.
