Creates the indigent care program for diagnostic and treatment centers
primarily serving substance abuse patients (payments to assist in meeting
losses from uncompensated care): authorizes commissioner to make payments to
eligible diagnostic and treatment centers, to the extent of funds available
therefor, to assist in meeting losses from uncompensated care; provides for
allocation of available funds based upon the dollar amount of each eligible
center's uncompensated care need for the relevant grant period; provides that
each center shall receive an indigent care care payment equal to the center's
proportional share of the total funds allocated pursuant to these provisions,
based on the ratio of the center's uncompensated care need to the total of
uncompensated care needs of eligible diagnostic and treatment centers
calculated for the relevant grant period; definitions; related provisions.
