 BILL NUMBER:  A1454

 TITLE OF BILL :  An act to amend the labor law, in relation to
requiring employers to notify certain employees of their eligibility
for the earned income tax credit

 PURPOSE OR GENERAL IDEA OF BILL :

The purpose of this bill is to increase awareness about Earned Income
Tax Credit among those who qualify for such credit.

 SUMMARY OF SPECIFIC PROVISIONS :

This bill would direct the Commissioner of the Department of Labor, in
consultation with the Commissioner of Taxation and Finance, to
promulgate rules and regulations requiring employers to annually
provide to employees who may be eligible for a federal or state Earned
Income Tax Credit, notice of such eligibility.

 JUSTIFICATION :

Many eligible working families do not utilize EITC because they are
often either unaware of its existence, or misinformed about the claim
process, believing that it is too complicated. Therefore, millions of
dollars that are needed by such families, and the communities within
which they reside, go unclaimed.
