  TITLE OF BILL: An act to amend the state finance law, in relation to a minority and women-owned business enterprise participation goal requirement in order to receive grant or appropriation money   PURPOSE OR GENERAL IDEA OF BILL: To widen opportunities for Minority and Women-Owned Business Enterprises throughout the state of New York   SUMMARY OF SPECIFIC PROVISIONS: Section 1. Section 4 of the state finance law is amended by adding a new subdivision 12 to read as follows: 12. Any grant or appropriation of money to a municipality or locality by the state for the procurement of good and services shall require such municipality be in compliance with the goals for minority and women-owned business enterprise participation pursuant to sections three hundred twelve and three hundred thirteen of the executive law. Municipality, for purposes of this subdivision, shall mean any village, town, city, county, or school district within the state. Such requirement shall also apply to any entity who subcontracts with a municipality or locality. Nothing in this section shall supersede an applicants or recipient's ability to use a waiver as prescribed by such sections.   JUSTIFICATION: To increase economic development opportunities for Minority and Women- Owned Business Enterprises in New York State.   PRIOR LEGISLATIVE HISTORY: 2021-22: A07299; referred to governmental operations 2019-20: A1484; referred to governmental operations 2017-18: A453; referred to governmental operations   FISCAL IMPLICATIONS: None.   EFFECTIVE DATE: This act shall take effect immediately.

        AN  ACT  to  amend  the state finance law, in relation to a minority and

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 4 of the state finance law is amended by  adding  a
     2  new subdivision 14 to read as follows:
