TITLE OF BILL:
An act to amend the general business law, in relation to the manufactur-
ing of portable electronic devices
 
PURPOSE OR GENERAL IDEA OF BILL:
Relates to the manufacturing of portable electronic devices
 
SUMMARY OF SPECIFIC PROVISIONS:
Section 1: Requires that all portable electronic devices sold in New
York State be equipped with an ATSC 3.0 chip.
 
JUSTIFICATION:
Many people in the state of New York did not have sufficient resources
to attain information at the beginning and through out the coronavirus
pandemic because many mobile devices were not equipped at ATSC 3.0 chip.
Even though ATSC 3.0 OTA broadcasts are designed to work hand-in-hand
with content delivered over the internet, you do not need an internet
connection. Using just your antenna and an ATSC 3.0 tuner, you'll be
able to watch every local station that is broadcasting in the new stand-
ard.

AN ACT to amend the general business law, in relation to the manufactur-
ing of portable electronic devices
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The general business law is amended by adding a new article
2 40-A to read as follows:

4 PORTABLE ELECTRONIC DEVICES
5 Section 925. Manufacturing requirements.
6 § 925. Manufacturing requirements. 1. For the purposes of this
7 section, "portable electronic device" shall mean any hand-held mobile
8 telephone, as defined by subdivision one of section twelve hundred twen-
9 ty-five-c of the vehicle and traffic law, personal digital assistant
10 (PDA), or handheld device with mobile data access.
11 2. On and after January first, two thousand twenty-five, no manufac-
12 turer shall provide for sale in this state any portable electronic
13 device not equipped with an ATSC 3.0 chip.
14 § 2. This act shall take effect immediately.
