  TITLE OF BILL: An act to amend part ZZ of chapter 55 of the laws of 2021, amending the environmental conservation law relating to establishing a deer hunting pilot program, in relation to extending the provisions thereof   PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to extend a deer hunting pilot program for two years.   SUMMARY OF PROVISIONS: Section 1: Amends section 2 of Part ZZ of chapter 55 of the laws of 2021 to amend the environmental conservation law relating to a deer hunting pilot program to extend the program for two years. Section 2: establishes the effective date.   JUSTIFICATION: In 2021, the legislature enacted a 2-year pilot program for licensed twelve- and thirteen-year-old hunters in counties that chose to partic- ipate. The program allows young hunters to hunt deer using a crossbow, rifle, shotgun, or muzzle-loading firearm in permitted areas during the applicable hunting season. The program requires supervision of a youth hunter by a parent or guardian with a hunting license or by another licensed adult hunter (aged 21 years or older), and the adult must have at least 3 years of deer hunting experience. The program also requires the adult hunter to maintain physical control over the youth hunter and for both the youth and the adult to wear fluorescent orange or pink clothing and remain at ground level while hunting. This program has been well-received. As reported by the Department of Environmental Conserva- tion in early 2022, of the 54 of 62 counties eligible to participate in the program, just two have failed to pass a local law permitting twelve- and thirteen-year-olds to hunt deer with a firearm or crossbow. No acci- dents or injuries have occurred during the program period.   PRIOR LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: Additional revenue will be realized from the issuance of new hunting licenses.   EFFECTIVE DATE: This act shall take effect immediately.

        AN ACT to amend part ZZ of chapter 55 of the laws of 2021, amending  the

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 2 of part ZZ of chapter 55 of  the  laws  of  2021,
     2  amending  the  environmental conservation law relating to establishing a
     3  deer hunting pilot program, is amended to read as follows:
     4    § 2. This act shall take effect June 1, 2021 and shall expire  and  be
     5  deemed repealed December 31, [2023] 2025.
