Authorizes the commissioner of the NYC department of buildings to impose
sanctions preventing a registered architect, licensed professional engineer or
others found guilty of misconduct with respect to department applications from
filing any documents with the department for up to two years; establishes a
hearing panel and also provides for a hearing and an appeal process.
