Establishes a program of drug treatment as an alternative to incarceration for
eligible low level, non-violent drug offenders as provided for herein; provides
for licensing of programs and criteria therefor; provides that upon
satisfactory completion of course of treatment the court imposed sentence of
conditional discharge shall be terminated; appropriates $21,000,000 to the
division of criminal justice services; creates a class C felony of "operating
an illegal drug enterprise".
