 BILL NUMBER:  A4568

 TITLE OF BILL :  An act to amend the education law, in relation to
availability of adult education programs for the elderly

 PURPOSE OR GENERAL IDEA OF BILL :  To make educational programs more
readily available to senior citizens.

 SUMMARY OF SPECIFIC PROVISIONS :  This bill makes adult education
more accessible to senior citizens by providing for the establishment
of senior citizen extension schools to give instruction in various
educational fields as well as other courses and activities of special
interest and concern to those citizens. Also it permits the
establishment of senior citizen extension schools at existing day and
evening schools for adults, at centers for senior citizens, at housing
projects or developments housing large numbers of such citizens, or at
other suitable places designated by the Board of Education of the
school district.

 JUSTIFICATION :  This bill extends existing law which recognizes the
need for, and feasibility of, adult education programs. It recognizes
the rapid growth of our senior citizen population by making special
provision to meet the needs of that sector. A principal aim of adult
education is to enable adults "to make a wise use of their leisure
time."

Our senior citizens, whose day often consists primarily of leisure
time, can greatly benefit from senior citizen extension schools. Since
their mobility is often limited, it is necessary to place such schools
in close proximity to where they live or congregate.

 PRIOR LEGISLATIVE HISTORY :  This bill was introduced in prior
legislative sessions and in 2007-2008 it was a.4487/S.5794: Referred
to Education/Referred to Aging

 FISCAL IMPLICATIONS :  Funding for this program would be minimal and
could be met out of the funds already allocated to the department.

 EFFECTIVE DATE :  Immediately upon enactment into law.
