  TITLE OF BILL: An act to amend the public housing law, in relation to playground equip- ment installed or maintained by the New York city housing authority   PURPOSE OR GENERAL IDEA OF BILL: Allow adult victims of child abuse to access records of their care in a Child Advocacy Center.   SUMMARY OF PROVISIONS: Section 1 amends Paragraph (a) of subdivision 5 of section 423-a of the social services law to allow record release to an adult victim of child- hood abuse.   JUSTIFICATION: The right to information about oneself is vital to healing and process- ing for many people who have survived childhood abuse, and access to information about past abuse is important to efficient legal proceedings and should not carry an excessive administrative burden. This legis- lation updates the record access provisions regarding Child Advocacy Centers to allow adult survivors of childhood abuse to access their records from a Child Advocacy Center. The law currently only allows record access by non-offending parents for the purposes of treatment and requires an additional request by a psychology professional. This legis- lative update will lessen the administrative burden on adult survivors seeking information by allowing the person to request the records more efficiently on their own.   PRIOR LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: None.   EFFECTIVE DATE: This act shall take effect immediately

        AN ACT to amend the public housing law, in relation to playground equip-
          ment installed or maintained by the New York city housing authority
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  The public housing law is amended by adding a new section
     2  402-g to read as follows:
     3    § 402-g. Installation and maintenance of playground  equipment.    Any
     4  pre-existing  or new playground equipment installed or maintained by the
     5  authority shall substantially comply with the  guidelines  and  criteria
     6  contained  in  the handbook for public playground safety produced by the
     7  United States Consumer Products Safety Commission or any successor ther-
     8  eof.
     9    § 2. This act shall take effect immediately.
