 TITLE OF BILL :  An act to amend the education law, in relation to
the profession of denturology

 PURPOSE OR GENERAL IDEA OF THE BILL : to establish the profession of
denturology

 SUMMARY OF PROVISIONS : Changes the article heading, of article 133
of the education law, as added by chapter 987 of the laws of 1971, to
include denturology in the article heading. Adds denturology to the
professions listed in the introduction of this article.

In section 6603 of the education law, as amended by chapter 393 of the
laws of 1999, to include in the description of the state board for
dentistry that "no less that five denturology educators practicing in
this state for at least five years" shall be appointed by the board of
regents on recommendation of the commissioner for the purpose of
assisting the board of regents and the department on matters of
professional licensing and professional conduct in accordance with
section 6508 of this title.

In subdivisions 4 and 5 of section 6610 of the education law, as added
by chapter 987 of the laws of 1971, to include denturologist to the
professions listed.

Section 6610 of the education law is amended by adding subdivision
3-a.  A student from engaging in clinical practices as part of a
registered program operated by a school of denturology under
supervision of a dentist holding a license or limited permit for
instructing in dentistry in a school of denturology.

Outlines the definition of practice of denturology. Outlines the
requirements for a license as a denturologist.

Includes specific language regarding mandatory continuing education
for denturologists.

 JUSTIFICATION : Dentistry will have to face the fact that there will
be a great need for experienced practitioners to serve the denture
population in the future. By the year 2010 there will be a population
of 39 million 65 years or older. 26% of adults 65 to 77 have lost
their natural teeth and nearly 57% of people age 65 to 74 have
dentures. Providing removable dental prosthetics for future
generations is endangered by the fact that many dental universities
have cut back on curriculum in the training and fabrication of
removable partial and full dentures. Most have reduced these programs
to the point that students in their junior and senior years are
required to do just two sets of dentures. Many of these major
universities are shipping to China for fabrication with a four week
turnaround period.

The denturologist licensure project is working with accredited NYS
medical colleges to develop curriculum, such as four year bachelor
degree programs in removable dental prosthetics. The denturologist
will be trained with a bachelor's degree in denturology. The medical
field has long had the luxury of the physicians assistant who is
licensed and works under the medical doctor in hospitals and private
offices. They were the successful answer to serving the needs of a
growing population.  The denturologist licensure project being
proposed is specifically designed to serve the needs of dentistry in
the future, producing individuals that are college trained to deliver
removable dental prosthetics services while working under the license
of dentists, clinics and dental schools.
