TITLE OF BILL : An act to amend the education law, in relation to
professional education in the area of elderly abuse
PURPOSE OR GENERAL IDEA OF BILL :
To require the Commissioner of Education to establish standards for
training requirements for all persons seeking to obtain from SED a
license, certificate, registration or limited permit to be in a
medical profession to be trained regarding the identification of
elderly abuse.
SUMMARY OF SPECIFIC PROVISIONS :
This bill would amend S6507 of the Education Law to require the
Commissioner to establish standards requiring that all persons
applying initially or for the renewal of a license, registration or a
limited permit to be a physician, chiropractor, dentist, registered
nurse, podiatrist, optometrist, psychiatrist, psychologist, or dental
hygienist complete two hours of course work or training regarding the
identification and reporting of elderly abuse and maltreatment. An
exemption will be provided from the training requirements to any
applicant who requests an exemption and who shows to the Department's
satisfaction that there would be no need because of the nature of
his/her practice for him/her to complete such training.
JUSTIFICATION :
As our society ages, more and more of our seniors risk becoming
victims of abuse and maltreatment. For these individuals, early
discovery and treatment is essential in order to maximize recovery and
rehabilitation. The provisions in this bill would help to ensure that
abused or maltreated elderly persons are identified at the earliest
possible stages of abuse or maltreatment, and are brought to the
attention of the state and local authorities responsible for making
sure that elderly persons obtain needed treatment and services.
