  TITLE OF BILL: An act to amend the executive law, in relation to creating a crime data clearinghouse within the department of criminal justice services   PURPOSE: Creates a crime data clearinghouse within the department of criminal justice services.   SUMMARY OF SPECIFIC PROVISIONS: Section 1: The executive law is amended by adding a new section 837-x. Section 2: Identifies effective date.   JUSTIFICATION: During the Joint Legislative Budget hearings, the Commissioner of the department of criminal justice services indicated that the state has no one method of measuring crime statistics, but rather using three differ- ent systems, including one that is approximately one hundred years old. Therefore, the police departments, sheriff departments and state police do not use one uniform system for entering crime statistics. In addi- tion, some of the systems are antiquated for today's modern crime fight- ing. This bill would establish on central crime data clearinghouse with the department of criminal justice services to house all crime data. This shall include data collected by the department of criminal justice services and analyze in order to allow law enforcement to determine trends and allocate resources accordingly.   LEGISLATIVE HISTORY: New Bill   FISCAL IMPLICATIONS: None   EFFECTIVE DATE: This act shall take effect immediately.

        AN  ACT to amend the executive law, in relation to creating a crime data
          clearinghouse within the department of criminal justice services
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1. The executive law is amended by adding a new section 837-x
     2  to read as follows:
     3    § 837-x. Crime data clearinghouse.  There is hereby established within
     4  the division a crime data clearinghouse which shall house all crime data
     5  collected  by  the  division,  the  attorney  general,   department   of
     6  corrections and community supervision, commission of correction, depart-
     7  ment of environmental conservation, department of mental hygiene, gover-
     8  nor's office, and any other department, division, board, bureau, commis-
     9  sion,  office,  agency,  authority  or  public corporation of the state.
    10  Each department, division, board, bureau,  commission,  office,  agency,
    11  authority  or  public corporation of the state shall provide any and all
    12  crime data collected to the crime data clearinghouse. The division shall
    13  annually analyze all data within the crime data clearinghouse and submit
    14  a report to the legislature and the governor with findings, trends,  and
    15  any other information the commissioner deems appropriate.
    16    § 2. This act shall take effect immediately.
