  TITLE OF BILL: An act to amend the executive law, in relation to requiring all state agencies to provide paper copies of the forms they utilize to individ- uals and commercial entities required to file such forms   PURPOSE OR GENERAL IDEA OF BILL: Requires all state agencies to provide paper copies of the forms they utilize to individuals and commercial entities required to file such forms.   SUMMARY OF SPECIFIC PROVISIONS: Section 1. The executive law is amended by adding a new section 170-c. Individuals and commercial entities may file such form or forms by mail or in person and shall not be required to submit any form or forms elec- tronically.   JUSTIFICATION: The purpose of this legislation is to simplify the filing of all state government forms for the general public. Currently, many state agencies require forms to be filed over the Internet. While there is no cost for this type of filing, there is an inconvenience to the filer who might not be computer literate, or own a computer and face the hassle of using a computer in an unsecured public location such as a library or shopping mall. This legislation would require state agencies to provide the option of filing paper copies in addition to filing online. Furthermore, this would also apply to commercial entities along with individual filers.   PRIOR LEGISLATIVE HISTORY: 2015/2016 held for consideration in governmental operations 2013/2014 referred to governmental operations 2011/2012 held for consideration in governmental operations 2009/2010 referred to governmental operations   FISCAL IMPLICATIONS: To Be Determined   EFFECTIVE DATE: This act shall take effect on the first of January next succeeding the date on which it shall have become a law.

        AN  ACT  to  amend the executive law, in relation to requiring all state
          agencies to provide paper copies of the forms they utilize to individ-
          uals and commercial entities required to file such forms
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1. The executive law is amended by adding a new section 170-c
     2  to read as follows:
     3    § 170-c. Paper copies of required forms  to  be  provided.  Any  state
     4  agency  that  requires the filing of a form or forms by a resident indi-
     5  vidual or by a commercial entity located within  the  state  shall  mail
     6  such individual or commercial entity a paper copy of such form or forms.
     7  Individuals  and commercial entities may file such form or forms by mail
     8  or in person and shall not be required to submit any form or forms elec-
     9  tronically.
    10    § 2. This act shall take effect on the first of January next  succeed-
    11  ing the date on which it shall have become a law.
