  TITLE OF BILL: An act to amend the general business law, in relation to preempting local laws from requiring minimum hours worked for security guards acting on a volunteer basis   PURPOSE OR GENERAL IDEA OF BILL: Preempts local laws from requiring minimum work requirements for volun- teer security guards   SUMMARY OF PROVISIONS: Section 1. Section 89-r of the general business law, as amended by chap- ter 634 of the laws of 1994, is amended to read as follows: § 89-r. Preemption. The provisions of this article shall govern notwithstanding any other law to the contrary and further, no local law shall be enacted which shall require any fee or license for the licensure   of or regis- tration   or of security guards. Further no local law shall be enacted which requires minimum hour work requirements for Volunteer security guards.   JUSTIFICATION: The State does not provide sufficient funding for private security guards for religious institutions, which are needed due to the current climate. Volunteers are willing to perform such tasks, except that they are often unable to meet the requirements of work hours required for paid security guards. This Bill makes it easier for volunteers to fulfill this communal need.   LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS: None.   EFFECTIVE DATE: This act shall take effect immediately.

        AN  ACT  to  amend  the  general business law, in relation to preempting
          local laws from requiring minimum hours  worked  for  security  guards
          acting on a volunteer basis
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Section 89-r of the general business  law,  as  amended  by
     2  chapter 634 of the laws of 1994, is amended to read as follows:
     3    §  89-r.  Preemption.  The  provisions  of  this  article shall govern
     4  notwithstanding any other law to the contrary and further, no local  law
     5  shall  be  enacted which shall require any fee or license for the licen-
     6  sure [of] or registration [or] of security guards. Further no local  law
     7  shall  be  enacted  which  requires  minimum  hour work requirements for
     8  volunteer security guards.
