TITLE OF BILL : An act to amend the vehicle and traffic law, in
relation to authorizing the issuance of distinctive license plates to
retired disabled police officers
PURPOSE OR GENERAL IDEA OF BILL :
To authorize the issuance of distinctive license plates to retired
disabled police officers. The plates will bear the words "New York
State" on the top of the license plate and "retired disabled police
officer" on the bottom of the license plate. It also allows the
issuance of the same distinctive plate with the distinctive mark for
the disabled for applicants who have obtained a registration for
persons who are severely disabled.
SUMMARY OF SPECIFIC PROVISIONS :
Section 1 of the bill amends Subdivision 2 of Section 404-a of the
Vehicle and Traffic Law as it relates to not issuing plates to any
person whom the commissioner has already issued a distinctive plate
to.
Section 2 of the bill amends the vehicle and traffic law by adding a
new section 404-x as it relates to the issuance of distinctive plates
for retired disabled police officers by the department of motor
vehicles. It stipulates an application process that is verified
annually by the commissioner.
Section 3 of the bill relates to the effective date.
JUSTIFICATION :
Just as license plates have been created for disabled veterans of our
Armed Forces, the men and women that serve and protect our homeland in
police departments who are disabled and retired deserve the
recognition and acknowledgement that a license plate would bring.
Police officers risk their lives every day to protect the safety of
our families, and those unfortunate officers who have become disabled
are owed our gratitude and appreciation.

EFFECTIVE DATE :
This act shall take effect on the one hundred eightieth day after it
shall have become a law, except that any rules and regulations
necessary for the timely implementation of this act on its effective
date shall be promulgated on or before such date.
