  TITLE OF BILL: An act in relation to authorizing the town of Dekalb, in the county of St. Lawrence, to reduce the maximum speed limit on certain public road- ways   PURPOSE OR GENERAL IDEA OF BILL:: Allows the Town of Dekalb to lower the speed limit to 45 on Route 11, beginning one-quarter mile north of the Route 11 East Dekalb Road inter- section and ending one quarter mile South of the entrance to the Hermon-DeKalb Central school athletic fields, in the town of Dekalb.   SUMMARY OF PROVISIONS:: Section 1: Pursuant to section 1643 of the vehicle and traffic law, this legislation allows the Town of Dekalb in St. Lawrence County to lower its speed limit from 55 to 45 MPH on Route 11, beginning one-quarter mile north of the Route 11 East Dekalb Road intersection and ending one quarter mile South of the entrance to the Hermon-DeKalb Central school athletic fields, in the town of Dekalb in the town should they establish such speed limit by local law, ordinance, order, rule or regulation. Section 2 is the effective date.   JUSTIFICATION:: This legislation, which is at the request of the Town of Dekalb, would lower the speed limit on a section of Route 11 in the town, near the Hermon-Dekalb Central School. This legislation empowers home rule to this municipality to lower the speed of this road. DeKalb has had numer- ous accidents including automobiles and pedestrians on this road that runs near its central school, and this legislation is necessary to preserve the safety of the residents .of the Canton community.   PRIOR LEGISLATIVE HISTORY:: New bill.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS:: None to the state. This legislation may have a positive fiscal impact on the locality by reducing the number of traffic incidents on its roads.   EFFECTIVE DATE:: This act shall take effect immediately.

        AN ACT in relation to authorizing the town of Dekalb, in the  county  of
          St.    Lawrence,  to  reduce the maximum speed limit on certain public
          roadways
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Notwithstanding any general, special or local law or code
     2  to the contrary, the town board of the town of Dekalb  in  St.  Lawrence
     3  county, may by local law, ordinance, order, rule or regulation establish
     4  maximum  speed  limits  at not less than forty-five miles per hour along
     5  United States route eleven, beginning one  quarter  mile  north  of  the
     6  United  States route eleven and East Dekalb Road intersection and ending
     7  one quarter mile south of the  entrance  to  the  Hermon-DeKalb  Central
     8  school athletic fields.
