  TITLE OF BILL: An act to amend the public authorities law, in relation to requiring the New York state thruway authority, the port authority of New York and New Jersey and the metropolitan transportation authority to create an e-z pass mobile application   PURPOSE OR GENERAL IDEA OF BILL: To establish a multi-functional E-ZPass mobile application to assist customers in paying their tolls and managing their accounts.   SUMMARY OF PROVISIONS: Section 1: The public authorities law is amended by adding a new section 389, which defines a mobile application as application software designed to run on a mobile device, including, but not limited to, a mobile phone or tablet computer. This section mandates the MTA and Port Authority of NY and NJ to create and maintain an E-ZPass mobile application including a number of specific features. Section 2: Section 1266 of the public authorities law is amended by adding a new subdivision 19, which states that the MTA shall assist the other actors in the development of the application. Section 3: Effective date.   JUSTIFICATION: Currently, there exists no E-ZPass mobile application for customers to manage their accounts and pay tolls. With cashless tolling becoming more common, customers must be able to view and manage their accounts. An E-ZPass application will aid customers in managing their accounts and paying toll bills for MTA, NYS Thruway, and Port Authority of NY and NJ bridges and tunnels. This application presents itself as a method for the MTA, NYS Thruway Authority, and the Port Authority of NY and NJ to make their billing methods much more transparent and provide customers with the tools they need to avoid fines and violations.   PRIOR LEGISLATIVE HISTORY: New Bill.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: To be determined.   EFFECTIVE DATE: This act shall take effect on the ninetieth day after it shall have become law.

        AN ACT to amend the public authorities law, in relation to requiring the
          New York state thruway authority, the port authority of New  York  and
          New  Jersey and the metropolitan transportation authority to create an
          e-z pass mobile application
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  The  public  authorities  law  is amended by adding a new
     2  section 389 to read as follows:
     3    § 389. E-z pass mobile application. 1. The authority,  in  conjunction
     4  with  the port authority of New York and New Jersey and the metropolitan
     5  transportation authority, shall create and maintain an e-z  pass  mobile
     6  application for use by e-z pass account holders.
     7    2. Such mobile application shall provide the following:
     8    (a) a toll calculator for route destinations;
     9    (b) e-z pass holder account information including, but not limited to,
    10  display of account balances, fees and payment options; and
    11    (c)  the  option for e-z pass account holders to pay tolls within five
    12  days of tolling.
    13    3. For purposes of this section "mobile application" shall mean appli-
    14  cation software designed to run on a mobile device  including,  but  not
    15  limited to, a mobile phone or tablet computer.
    16    § 2. Section 1266 of the public authorities law is amended by adding a
    17  new subdivision 19 to read as follows:
    18    19.  The  authority  shall assist the New York state thruway authority
    19  and the port authority of New York and New Jersey in developing  an  e-z
    20  pass  mobile  application,  as provided in section three hundred eighty-
    21  nine of this chapter.
    22    § 3. This act shall take effect on the ninetieth day  after  it  shall
    23  have become a law.
