TITLE OF BILL:
An act to amend the executive law, in relation to compensation for
required code enforcement personnel training
 
PURPOSE OR GENERAL IDEA OF BILL::
Provides for compensation for required code enforcement personnel train-
ing.
 
SUMMARY OF PROVISIONS:
Section 1 provides all code enforcement personnel shall be paid for any
training required at a rate set by the Secretary of State.
Section 2 sets forth an effective date-90 days.
 
JUSTIFICATION:
Payment for code enforcement personnel would achieve two essential
objectives. First, compensation would encourage further employment of
code enforcement personnel. With an increase in employment of code
enforcement personnel, more safe housing would be readily available for
tenants and homeowners. Second, compensation for this training would
increase the pool of candidates of code enforcement personnel. This
increase would improve the quality of code enforcement personnel and
would lead to a higher standard of the code and safer housing.

AN ACT to amend the executive law, in relation to compensation for
required code enforcement personnel training
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 376-a of the executive law is amended by adding a
2 new subdivision 5 to read as follows:
3 5. All code enforcement personnel shall be paid for any training
4 required pursuant to the provisions of this section at a rate set by the
5 secretary of state. Such rate shall not be less than the code enforce-
6 ment personnel's regular rate of pay, or less than any rate of pay spec-
7 ified in a collective bargaining agreement covering such code enforce-
8 ment personnel.
9 § 2. This act shall take effect on the ninetieth day after it shall
10 have become a law. Effective immediately, the addition, amendment and/or
11 repeal of any rule or regulation necessary for the implementation of
12 this act on its effective date are authorized to be made and completed
13 on or before such effective date.
