NEW YORK STATE ASSEMBLY
MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A10320

SPONSOR: Titus
TITLE OF BILL: An act to amend the public health law, in relation to home care worker wage parity   PURPOSE: To make technical amendments to Chapter 56 of the Laws of 2016.   SUMMARY OF PROVISIONS: Section 1 of this bill amends public health law to tie the wage for home health care workers in New York City to the applicable minimum wage in New York City. Section 2 of this bill amends public health law to tie the wage for home health care workers in Nassau, Suffolk, and Westchester counties to the applicable minimum wage in Nassau, Suffolk, and Westchester counties. Section 3 is the effective date.   JUSTIFICATION: This legislation protects the employer sponsored benefits of the hard- working men and women who give care to some of the most vulnerable members of our society from being diminished or abolished. Providing this protection for employer sponsored health care, retirement, and other benefits ensures that home health care aides working in New York City and in Nassau, Suffolk, and Westchester counties will continue to receive these benefits without diminishment in response to the recently enacted annual increases in the minimum wage, as appropriate for each region.   LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS: None.   EFFECTIVE DATE: This act shall take effect on the same date and in the same manner as chapter 56 of the laws of 2016.
