 submitted in accordance with Assembly Rule III, Sec 1(f)



 
BILL NUMBER: A5402

TITLE OF BILL:  An act to amend the general city law, in relation to
requiring approval of the governing body of a city prior to the approval
of payments in lieu of taxes for the repayment of debt
 
 
PURPOSE OR GENERAL IDEA OF BILL: This bill will require that the
city's governing body must approve PILOTS (payments in lieu of taxes)
for the purpose of repayment of debt by any local agency or authority.
 
 
JUSTIFICATION: This bill will assure that there is democratic deci-
sion-making in the process of distributing tax obligations.
 

 
PRIOR LEGISLATIVE HISTORY:  A1734 of 2009-10; A3616 of 2011-12 - in
local governments
 
 
EFFECTIVE DATE: Immediately.
