  TITLE OF BILL: An act to amend the public authorities law, in relation to the installation of certain energy technologies   PURPOSE OR GENERAL IDEA OF BILL: Adds solar electric generating systems to the measures eligible for financing through the "Green Jobs/Green New York" Program.   SUMMARY OF SPECIFIC PROVISIONS: The bill amends subdivision 12 of section 1891 of the public authorities law adding a new paragraph (n) making solar electric generating systems eligible for financing through the Green Jobs Green New York Program.   JUSTIFICATION: Promoting widespread dissemination of energy conserva- tion and clean energy technologies represents a clear and cost-effective pathway for communities in New York State to curtail emissions of green- house gases and harmful air contaminants, reduce dependence on fossil fuels, lower housing costs, suppress wholesale electricity prices, support community development and create green jobs to sustain and enhance our economy. Adding certain energy technologies to the list of measures eligible for low interest loans or on-bill recovery through the Green Jobs Green New York Program will eliminate the front-end costs that may prevent consum- ers from investing in these cost effective energy saving installations.   PRIOR LEGISLATIVE HISTORY: 2011-2012: A.9183-A- Passed Assembly   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: None.   EFFECTIVE DATE: This act shall take effect immediately.

        AN ACT to amend the public authorities law, in relation to the installa-
          tion of certain energy technologies
 

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. Paragraphs (l) and (m) of subdivision 12 of section 1891 of
     2  the public authorities law, as added by chapter 487 of the laws of 2009,
     3  are amended and a new paragraph (n) is added to read as follows:
     4    (l) installation of carbon monoxide detectors and indoor environmental
     5  testing  and mitigation deemed necessary as a result of the provision of
     6  other qualified energy efficiency services; [and]
     7    (m) fuel switching to convert an  electrically-heated  building  to  a
     8  more efficient heating source provided that significant energy cost-sav-
     9  ings  can  be  demonstrated  pursuant  to  standards  established by the
    10  authority[.]; and

    11    (n) installation of energy technologies eligible for net energy meter-
    12  ing pursuant to section sixty-six-j or sixty-six-l of the public service
    13  law.
    14    § 2. This act shall take effect immediately.
