MEMORANDUM IN SUPPORT OF LEGISLATION

  TITLE OF BILL: An act to amend the real property law, the multiple dwelling law, the multiple residence law, the real property actions and proceedings law and the general obligations law, in relation to requiring all residen- tial leases to disclose tenants' rights   PURPOSE OR GENERAL IDEA OF BILL: This bill intends to make it mandatory that a tenants' present statutory rights be disclosed in every residential lease.   JUSTIFICATION: Given the enormous number of people who presently rent housing accommo- dations in New York State, and the increasing number of abuses that these tenants are subjected to by landlords, equity and justice require that tenants be informed of their preexisting statutory rights in the terms of their lease. Doing such will go a long way to eliminate some of the more blatant and obvious abuses as well as providing tenants with clearly defined remedies, should abuses occur.   PRIOR LEGISLATIVE HISTORY: 2021-22: A06825; Referred to judiciary 2019-20: A2964; Referred to judiciary 2017-18: A3788; Referred to judiciary   FISCAL IMPLICATIONS: None   EFFECTIVE DATE: The first day of January next succeeding the date on which it shall have become a law.
