Provides that historical motor vehicles need only pay a registration fee upon initial registration and no registration renewal or further fee shall be required until sold or otherwise transferred; raises such fee from $28 to $100.

AN ACT to amend the vehicle and traffic law, in relation to permanent
registration of historical motor vehicles
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Schedule G of subdivision 7 of section 401 of the vehicle
2 and traffic law, as amended by section 25 of part G of chapter 59 of the
3 laws of 2009, is amended to read as follows:
4 G. Schedule for historical motor vehicles. For each motor vehicle
5 which is owned and operated as an exhibition piece or collectors item,
6 and is used for participation in club activities, exhibit, tours,
7 parades, occasional transportation and similar uses, but not used for
8 general daily transportation, [an annual] a fee of [twenty-eight] one
9 hundred dollars [and seventy-five cents] upon initial registration of
10 such vehicle. Such historical motor vehicle shall remain registered
11 without the imposition of any other fee until such time as the vehicle
12 is sold or otherwise transferred, at which time a new registration and
13 fee shall be required. For purposes of this paragraph, a historical
14 motor vehicle shall mean any vehicle manufactured more than twenty-five
15 years prior to the current calendar year, and any other model, year and
16 type vehicle which has unique characteristics and which is determined by
17 the commissioner to be of historical, classic or exhibition value.
18 Registration plates for such vehicles shall be of a type and design
19 approved by the commissioner, but shall be of a distinctive nature.
20 Except that, with the approval of the commissioner, an owner of any such
21 vehicle may utilize registration plates issued in the year corresponding
22 to the model year date in which the vehicle was manufactured, if the
23 registration plate is legible, durable, and serviceable, of this state,
24 and accurate in color, as determined by the department. Nothing in this

1 paragraph shall be construed to prohibit the use of previously issued
2 registration plates that have been restored, without deviation from
3 their original alphanumeric or pictorial content, to such condition as
4 otherwise satisfies all applicable requirements. Such plates shall be
5 used only for the operation of the motor vehicle listed on the registra-
6 tion application and on other motor vehicles which would qualify for
7 registration under this schedule owned by persons other than the regis-
8 trant for the purpose of test driving by the registrant or his or her
9 agent in anticipation of possible purchase. No such registration will be
10 issued unless evidence of financial security, in a form prescribed by
11 the commissioner, is submitted which provides coverage for the motor
12 vehicle listed on the registration application and for non-owned motor
13 vehicles being operated with such plates.
14 § 2. This act shall take effect on the first of January next succeed-
15 ing the date on which it shall have become a law.
