TITLE OF BILL: An act to amend the education law, in relation to
contracts for excellence, apportionment of school aid, total foundation
aid and the gap elimination adjustment restoration, the teachers of
tomorrow teacher recruitment and retention program and waivers from
certain duties; to amend the state finance law, in relation to moneys
appropriated from the commercial gaming revenue fund; to amend chapter
756 of the laws of 1992, relating to funding a program for work force
education conducted by the consortium for worker education in New York
city, in relation to reimbursements for the 2015-2016 school year; to
amend chapter 756 of the laws of 1992, relating to funding a program for
work force education conducted by the consortium for worker education in
New York city, in relation to withholding a portion of employment prepa-
ration education aid and in relation to extending the effectiveness of
such chapter; to amend chapter 169 of the laws of 1994 relating to
certain provisions related to the 1994-95 state operations, aid to
localities, capital projects and debt service budgets; to amend chapter
82 of the laws of 1995, amending the education law and other laws relat-
ing to state aid to school districts and the appropriation of funds for
the support of government; to amend section 7 of chapter 472 of the laws

training grants to school districts and boards of cooperative education
services; allows for eligible school districts to receive special appor-

of the SFY 2015-16 Education, Labor and Family Assistance budget, as
contained in the State Operations, Capital Projects and Aid to Locali-
ties appropriations bills.
 
FISCAL IMPACT The provisions contained in this legislation are related
to appropriations proposed for SFY 2015-16.
 
EFFECTIVE DATE: Effective April 1, 2015, with exceptions.
