  TITLE OF BILL: An act to amend the administrative code of the city of New York, in relation to uniforms to be worn by members of the auxiliary police   PURPOSE OR GENERAL IDEA OF BILL: Authorizes NYC police commissioner to promulgate rules and regulations directing uniforms of auxiliary police officer differ from those of the regular police force.   SUMMARY OF SPECIFIC PROVISIONS: Amends Section 14-148 of the administrative code of the city of New York by adding a new subdivision (d) to require the commissioner to promul- gate rules and regulations necessary to facilitate the availability of distinct and easily identifiable uniforms for auxiliary police officers.   JUSTIFICATION: While the role of the Auxiliary Police Department (APD) is most distinct from that of the New York City Police Department, they are exposed to the same dangers and under equipped to protect themselves. Unlike New York Police Officers, who are well armed, those in the APD secure the streets of New York City with only a nightstick, handcuffs and a police radio. The similarity in uniforms and lack of equipment does little to facili- tate auxiliary police as they carry out their voluntarily assumed duties. The risks that auxiliary police are exposed to could be dimin- ished if perpetrators were readily informed that these individuals pose little to no physical threat. This legislation is a step in the right direction at showing how much New York City appreciates the unpaid sacrifice members of the APD make on a daily basis.   PRIOR LEGISLATIVE HISTORY: 2013-2014: A2772 2011-2012; A1938 2010: A1505 2009: A1505 2008: A6706 2007: A6706   FISCAL IMPLICATIONS: None to the State   EFFECTIVE DATE: This act shall take effect on the 120th day after it shall have become law. Provided, however, that effective immediately, the addition, amend- ment or repeal of any rule or regulation necessary for the timely imple- mentation of this act on its effective date are authorized and directed to be made and completed on or before such effective date.

        AN  ACT  to  amend  the  administrative code of the city of New York, in
          relation to uniforms to be worn by members of the auxiliary police
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Section  14-148 of the administrative code of the city of
     2  New York is amended by adding a new subdivision d to read as follows:
     3    d. Uniforms. The commissioner shall promulgate rules  and  regulations
     4  directing that the uniforms to be worn by auxiliary members of the regu-
     5  lar  police  force be designed in such a manner as to make them distinct
     6  and easily distinguishable from the uniforms  worn  by  members  of  the
     7  regular police force.
     8    § 2. This act shall take effect on the one hundred twentieth day after
     9  it shall have become a law. Provided, however, that effective immediate-
    10  ly,  the  addition, amendment or repeal of any rule or regulation neces-
    11  sary for the timely implementation of this act on its effective date are
    12  authorized and directed to be made  and  completed  on  or  before  such
