TITLE OF BILL: An act to amend the legislative law, in relation to
prohibiting short titles from containing a person's name
 
PURPOSE OR GENERAL IDEA OF BILL: This bill would prohibit short titles
containing any person's name from being introduced in the 2007 legisla-
tive session and any session thereafter.
 
SUMMARY OF SPECIFIC PROVISIONS:
Section 1 amends legislative law by adding a new section 49 which states
no bill shall be introduced with a short title that contains any
person's name.
Section 2 is the effective date.
 
JUSTIFICATION: The practice of naming bills after people, usually
those who have experienced tragedy, is exploitive and unnecessary.
 
PRIOR LEGISLATIVE HISTORY: None.
 
FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: None.
 
EFFECTIVE DATE: This act shall take effect immediately.

AN ACT to amend the legislative law, in relation to prohibiting short
titles from containing a person's name
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The legislative law is amended by adding a new section 49
2 to read as follows:
3 § 49. Short titles. Commencing with the two thousand sixteen legisla-
4 tive session and every session thereafter, no bill shall be introduced
5 with a short title that contains any person's name.
6 § 2. This act shall take effect immediately.
