TITLE OF BILL:
An act to amend the parks, recreation and historic preservation law, in
relation to the historic business preservation registry
 
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this bill is to increase the number of qualified busi-
nesses - those in operation for at least fifty years - which an elected
official may nominate to the historic business registry each term.
 
SUMMARY OF PROVISIONS:
Section 1: Amends subdivision 3 of section 14.11 of the parks, recre-
ation and historic preservation law to increase the number of nomi-
nations to the historic business registry permitted per elected official
per term. § 2: establishes the effective date.
 
JUSTIFICATION:
State law first established the historic business registry in 2021 and
permitted members of the New York State Assembly and Senate, as well as
the Governor and Lieutenant Governor, to nominate up to two qualified
businesses per term to the registry. This program has been incredibly
successful! New York has so many small businesses that have helped shape
the history, heritage and identity of the communities they serve. Many
of these small businesses were hurt hard by the pandemic. An increase to
the number of permitted nominations per term will enable elected offi-
cials to bring awareness to and honor more of these iconic businesses
which, through their sustained presence, have served a vital role in the
essence of their communities. Inclusion on the registry recognizes their
excellence and provides them with access to educational and promotional
assistance to help ensure their continued viability and success.
