TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to the residen-
tial parking system in the village of Cold Spring in the county of
Putnam
 
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this legislation is to expand the residential parking
system in the Village of Cold Spring.
 
SUMMARY OF PROVISIONS:
Section 1. Amends subdivision 2 of section 1640-h of the Vehicle and
Traffic Law by adding the following roadways to the current residential
parking permit system in Cold Spring: Main Street from the Metro North
Tracks to Parsonage Street, Academy Street, B Street, Benedict Road,
Cherry Street, East Belvedere Street, Fishkill Avenue, Grandview
Terrace, Hamilton Street, Locust Ridge, Maple Terrace, Marion Avenue,
Mountain Avenue Orchard Street, Parrot Street, Parsonage Street, Pauld-
ing Avenue, Pine Street, West Belvedere Street, and Whitehill Place.
Section 2. Establishes the effective date.

Not applicable.
 
JUSTIFICATION:
In 2015, Cold Spring first established a residential parking permit
system to address the Village's narrow roadways, lack of driveways, and
their abundant number of visitors, mostly during the autumn months.
Since Covid, Cold Springs has continued to grow exponentially as a visi-
tor destination, as have the costs related to infrastructure mainte-
nance. The Village is currently adding metered parking along Main
Street, which will raise revenue to offset the cost of this influx of
tourists. However, those same meters are likely to displace the resi-
dents who live on Main Street and park nearby. Even before these, new
meters are operational, the Village is seeing a heavy traffic and park-
ing impact on residential streets by these guests.
The Village expects their number of guests to further increase once the
Fjord Trail is developed. They must expand their residential parking
permit system to compensate for this additional increase of visitors,
and they feel it is important they have the capacity to provide relief
to their residents as they welcome the 2023 visitor season.

This is new legislation.
 
FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS:
There are no fiscal implications associated with the passage of this
legislation.
 
EFFECTIVE DATE:
This act shall take effect immediately.

AN ACT to amend the vehicle and traffic law, in relation to the residen-
tial parking system in the village of Cold Spring in the county of
Putnam
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivision 2 of section 1640-h of the vehicle and traffic
2 law, as amended by chapter 341 of the laws of 2015, is amended to read
3 as follows:
4 2. Such residential parking permit system may only be established
5 within the area of the village consisting of the following roadways on
6 the west side of the metro north train station: Main Street, New Street,
7 West Street, Fish Street and Market Street and on the following roadways
8 on the east side of the metro north train station: Main Street from
9 Metro North Tracks to Parsonage Street, Academy Street, B Street, Bened-
10 ict Road, Cherry Street, East Belvedere Street, Fishkill Avenue, Furnace
11 Street, Garden Street, Grandview Terrace, Hamilton Street, High Street,
12 Kemble Avenue from Main Street to Wall Street, Locust Ridge, Maple
13 Terrace, Marion Avenue, Mountain Avenue, Orchard Street, Parrot Street,
14 Parsonage Street, Paulding Avenue, Pine Street, Railroad Avenue, Stone
15 Street, West Belvedere Street, Whitehill Place, Church Street, Haldane
16 Street, Rock Street, Cross Street and Northern Avenue.
17 § 2. This act shall take effect immediately.
