TITLE OF BILL:
An act to amend the New York state urban development corporation act, in
relation to the establishment of a technical assistance evaluation study
and partnership
 
PURPOSE:
This bill would require a study to be performed of the programs overseen
by the Urban Development Corporation and any other programs funded with
state money that provide technical assistance services to minority popu-
lations. This bill also requires that the Urban Development Corporation
partner with not-forprofit organizations to provide technical assistance
should there be any gaps in the coverage area for any minority communi-
ties.
 
SUMMARY OF PROVISIONS:
Section 1(a): amends the Urban Development Corporation. Act by requiring
a study of the geographical coverage of programs funded by the Corpo-
ration and by other state funds seeking to offer technical assistance to
predominately minority communities.
Section 1(b): requires that if there is a gap in coverage in any of the
programs funded by the Corporation or other state funds, that the Corpo-
ration work with not-for-profit organizations to deliver such assist-
ance.
 
JUSTIFICATION:
One of the most significant obstacles to the successful development of
minority owned businesses in New York State has been the difficulty in
accessing information on state economic development programs, as well as
a pronounced difficulty in obtaining working capital and project specif-
ic financing in order to aggressively compete for available state and
local contracts.
By having the Urban Development Corporation undertake a study of its
programs that seek to offer technical assistance, it will allow the
Corporation to better understand where and how to focus its efforts.
Working with local not-forprofit 'organizations would bridge the gap in
informational, legal, financial and technical assistance services avail-
able to the minority business community.

AN ACT to amend the New York state urban development corporation act, in
relation to the establishment of a technical assistance evaluation
study and partnership
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 1 of chapter 174 of the laws of 1968, constituting
2 the New York state urban development corporation act, is amended by
3 adding a new section 9-g to read as follows:
4 § 9-g. Creating a technical assistance evaluation study and partner-
5 ship. (1) The corporation shall evaluate the geographical coverage of
6 programs overseen by the corporation and those supported by other state
7 funds that seek to offer technical assistance, including, but not limit-
8 ed to, entrepreneurial assistance, business start-up, growth, and expan-
9 sion, to communities with a predominantly minority population.
10 (2) If upon completion of the study required in subdivision one of
11 this section the corporation finds that there are gaps in the coverage
12 area, the corporation shall work with not-for-profit corporations,
13 including, but not limited to, community-based organizations, to supple-
14 ment the technical assistance needs of the communities and provide
15 convenient hours of operation and technical assistance.
16 § 2. This act shall take effect immediately.
