  TITLE OF BILL: An act to amend the not-for-profit corporation law, in relation to exempting the Leeds Hose Company No. 1, Inc. from the requirement that the percentage of non-resident fire department members not exceed forty-five percent of the membership   PURPOSE OR GENERAL IDEA OF BILL: This bill will allow the Leeds Hose Company No. 1, Inc. to expand its membership to include more non-resident volunteer firefighters.   SUMMARY OF SPECIFIC PROVISIONS: Section one of this bill amends section 1402 of the not-for-profit corporation law to add the Leeds Hose Company No. 1, Inc. to the list of fire corporations exempt from the forty-five percent limit on non-resi- dent members. Section two provides the effective date.   JUSTIFICATION: The Leeds Hose Company No. 1, Inc., serving part of the Town of Cats- kill, in Greene County, requested this legislation to expand its corpo- ration's out-of-district membership beyond what current law provides for. The all-volunteer company has interested individuals who want to become members, but they live in another corporation's district - even though they reside closer to the Leeds Hose Company No. 1, Inc. station. Allowing Leeds Hose Company No. 1, Inc. to exceed the forty-five percent, non-resident rule will not only help with membership recruit- ment but will also mean the agency will be better equipped to respond whenever the alarm rings.   PRIOR LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: None.   EFFECTIVE DATE: This act shall take effect immediately.
