  TITLE OF BILL: An act to amend chapter 91 of the laws of 2002 amend- ing the education law and other laws relating to the reorganization of the New York city school construction authority, board of education and community boards, in relation to the effectiveness thereof; and to amend chapter 345 of the laws of 2009 amending the education law relating to the New York city board of education, chancellor, community councils and community superintendents, in relation to the effectiveness thereof   PURPOSE OR GENERAL IDEA OF BILL: This bill will extend that the current provisions of Chapter 345 of the Laws of 2009 related to the operation and management of the New York City school district.   SUMMARY OF SPECIFIC PROVISIONS: Section 1 and Section 2 of the bill would extend the current provisions of Chapter 345 of the Laws of the 2009 related to the operation and management of the New York City school district to June 30, 2019. Section 3 would provide that the effective date be immediate.   JUSTIFICATION: Chapter 345 of the Laws of 2009 enacted legislation that provided for greater parental participation and input, transparency, and accountabil- ity in relation to the management and operation of the New York City school district. This bill would extend for three years the current provisions of the management and operation of the New York City school district, which will continue to ensure accountability and be integral for future progress and development of the New York City school district.   PRIOR LEGISLATIVE HISTORY: New bill   FISCAL IMPLICATIONS: None   EFFECTIVE DATE: Immediately
