  TITLE OF BILL: An act to amend the alcoholic beverage control law, in relation to licenses to sell liquor at retail for consumption on certain premises   PURPOSE OR GENERAL IDEA OF BILL: The bill creates an exception to the Alcoholic Beverage Control Law, allowing a license to be issued to a person using the permanent catering facilities of a church, synagogue or other place of worship.   SUMMARY OF SPECIFIC PROVISIONS: Subdivision 7 of section 64 of the Alcoholic Beverage Control Law is amended by adding a new paragraph (e-4).   JUSTIFICATION: While the Alcoholic Beverage Control law prohibits the sale for on-premises consumption of alcohol at any location within 200 feet of a place of worship, this bill will allow the State Liquor Authority to issue a license to a person using the permanent catering facilities of a church, synagogue or other place of worship. Other exceptions have been made for certain establishments and do not pose problems for the place of worship.   FISCAL IMPLICATIONS: None.   EFFECTIVE DATE: This act shall take effect immediately.

        AN ACT to amend the alcoholic  beverage  control  law,  in  relation  to
          licenses to sell liquor at retail for consumption on certain premises
 
          The  People of the State of New York, represented in Senate and Assem-

        bly, do enact as follows:
 
     1    Section 1. Subdivision 7 of  section  64  of  the  alcoholic  beverage
     2  control  law  is  amended  by  adding  a  new paragraph (e-5) to read as
     3  follows:
     4    (e-5) Notwithstanding the provisions of paragraph (a) of this subdivi-
     5  sion, the authority may issue a retail license for on-premises  consump-
     6  tion for a premises which shall be within two hundred feet of a building
     7  occupied  exclusively  as a school, church, synagogue, or other place of
     8  worship, provided such premises constitutes a premises for the  sale  of
     9  food  or  beverages  at  retail  for consumption on the premises located
    10  wholly within the boundaries of the borough of Manhattan in the city and
    11  county of New York, bounded and described as follows:

    12    BEGINNING at the corner formed by the intersection  of  the  northerly
    13  side  of  63rd  Street  with the easterly side of Park (formerly Fourth)
    14  Avenue, running thence easterly along said northerly side of 63rd Street
    15  one hundred (100) feet; thence northerly and parallel with  Park  Avenue
    16  one  hundred (100) feet and five (5) inches; thence running westerly and
    17  parallel with 63rd Street one hundred (100) feet to the easterly side of
    18  Park Avenue; thence southerly along  the  said  easterly  side  of  Park
    19  Avenue  one hundred (100) feet and five (5) inches to the point or place
    20  of beginning, the premises known as 583 Park Avenue.
    21    § 2. This act shall take effect immediately.
