A08089 Memo:

NEW YORK STATE ASSEMBLY
MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A8089

SPONSOR: Clark
TITLE OF BILL: An act to amend the education law, in relation to increasing the minimum tuition assistance program award   SUMMARY OF PROVISIONS: Section 1: Increases minimum TAP award from 500 dollars to 1,000 dollars. Section 2: Sets effective date of June 1 2024.   JUSTIFICATION: The tuition assistance program (TAP) provides financial aid based on income for New York State students attending public and private colleges in the state. Created in 1974, TAP is one of the largest state-funded, need-based student aid programs in the country. Millions of students in New York State have received help thanks to TAP. However, as time went on there was a need for greater assistance to New York State students. This bill would increase the minimum award given to students from 500 dollars to 1,000 dollars. This would help with the cost of post-secondary education for middle-class New York State students and families. Despite the economic struggle many students and families face, a student should, still be able to attend college and not let the price be the reason they don't go. This legislation would allow more students to get access to a high-quality education while staying in New York.   FISCAL IMPACT ON THE STATE: TBD   LEGISLATIVE HISTORY: New bill   EFFECTIVE DATE: This act shall take effect June 1, 2024.
