TITLE OF BILL: An act to amend the education law, in relation to
media literacy in schools
 
PURPOSE:
To require the development of standards for media literacy for primary
and secondary school students
 
SUMMARY OF PROVISIONS:
Section One amends the education by adding a new section 805. Section
two sets forth the effective date.
 
JUSTIFICATION:
In the current media culture, it is estimated that children spend more
time watching television and other digital programming than any other
activity outside of sleeping. It is no secret that technology and media
programming will be the dominant medium for educating our future gener-
ations. It is important, therefore, to equip students with the knowledge
and skills for accessing, analyzing, evaluating, creating and partic-
ipating in the 21st Century media-saturated world.
A comprehensive media literacy education should be broad-based, focusing
on the ways media affect children, including training for educators so
they develop a comprehensive understanding of its effect on children's
learning.

AN ACT to amend the education law, in relation to media literacy in
schools
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The education law is amended by adding a new section 805 to
2 read as follows:
3 § 805. Media literacy. The department shall develop standards and
4 objectives for media literacy for grades kindergarten through twelve,
5 inclusive, within the existing curriculum. The department shall make
6 available to school districts a list of resources to aid in the
7 selection of materials and resources that contain substantive provisions
8 on media literacy, and will ensure that approved media literacy training
9 opportunities are made available for professional development programs
10 for teachers in the state.
11 § 2. This act shall take effect immediately.
