TITLE OF BILL: An act to amend the administrative code of the city of
New York, in relation to licenses for the rental horse business
 
PURPOSE OR GENERAL IDEA OF BILL:The purpose of this bill is to
preserve the Horse Carriage Industry of New York City.
 
SUMMARY OF PROVISIONS: This bill amends section 17-327 of the admin-
istrative code of the city of New York by adding a subdivision that
would prohibit the city from issuing fewer licenses than what was issued
in the year 2013. The city also shall not alter the license application
process and cannot raise license fees.
 
JUSTIFICATION: The Horse Carriage Industry is essential to the
cultural and historical heritage of New York City. Horse Carriages are
an iconic fixture to the New York City landscape for both local New
Yorkers and the many tourists who visit the city each year.This industry
has been well regulated by New York City for many years. Horses have
been treated humanely and the industry has always had a great safety
record. Furthermore, the livelihood of drivers and stable hands should
not be threatened. This industry is important to New York City and
should not be dismantled.

AN ACT to amend the administrative code of the city of New York, in
relation to licenses for the rental horse business
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 17-327 of the administrative code of the city of
2 New York is amended by adding a new subdivision f to read as follows:
3 f. The city may not issue fewer licenses pursuant to this subchapter,
4 than issued in such city in the year two thousand thirteen. The city
5 shall not alter the license application process, including raising the
6 fee for such license.
7 § 2. This act shall take effect immediately.
