AN ACT directing the department of corrections and community supervision
to conduct a comprehensive study on deaths in correctional facilities
within New York state
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The department of corrections and community supervision
2 shall conduct a comprehensive study on deaths in correctional facilities
3 within New York state to provide data-driven insights and recommenda-
4 tions to improve prison conditions, healthcare, and policies to prevent
5 future tragedies. Such study shall:
6 1. Determine the number and causes of deaths in New York state correc-
7 tional facilities over the past decade;
8 2. Assess the adequacy of the mental health and medical services with-
9 in correctional facilities;
10 3. Identify any patterns or trends in the data that may indicate
11 systemic issues or areas needing improvement;
12 4. Evaluate the effectiveness of existing policies and procedures in
13 preventing deaths in custody; and
14 5. Recommend measures to improve the health and safety of incarcerated
15 individuals.
16 § 2. Within one year of the effective date of this act, the department
17 of corrections and community supervision shall issue a report of the
18 findings of the study to the governor, the temporary president of the
19 senate and the speaker of the assembly.
20 § 3. This act shall take effect immediately.
