        AN  ACT to amend chapter 43 of the laws of 1994 relating to establishing
          a public library district in the town of  Esopus,  Ulster  county,  in
          relation  to  the  time  of commencement of the terms of office of the
          trustees of such district
 

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Section  3  of chapter 43 of the laws of 1994 relating to
     2  establishing a public library district in the  town  of  Esopus,  Ulster
     3  county, is amended to read as follows:
     4    §  3.  Organization  and  structure. The Town of Esopus public library
     5  district shall be managed, operated and controlled by a board  of  trus-
     6  tees consisting of nine members. These trustees shall at the first regu-
     7  lar  meeting  of  the  board  determine by lot the year in which each of
     8  their terms of office expire, and the terms  shall  expire  as  follows:
     9  After  one  year  -  two trustees; after two years - two trustees; after
    10  three years - one trustee; after four years - two trustees;  after  five

    11  years  -  two  trustees. As vacancies occur trustees shall be elected at
    12  the annual election herein provided for to serve for [five]  three  year
    13  terms  by  the voters of the library district hereby created, said terms
    14  to commence on the first day of  [September]  June  next  following  the
    15  election.  Only  qualified  voters of the district shall be eligible for
    16  election to the board of trustees. The board of trustees  at  its  first
    17  meeting  each year shall elect or appoint a president and vice-president
    18  who shall be members of the board and a clerk, treasurer and such  other
    19  officers as they deem necessary. If the board so determines, the offices
    20  of clerk and treasurer may be held by individuals who are not members of
    21  the  board  of  trustees,  and in that event, these officers may, if the

    22  board so determines, receive compensation as fixed by resolution of  the
    23  board.
    24    § 2. This act shall take effect immediately.
