        AN  ACT  to  amend  the  cannabis  law, in relation to extending certain
          authorizations to minimally process and distribute cannabis products
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. Subdivision 6 of section 68-c of the cannabis law, as added
     2  by chapter 18 of the laws of 2022, is amended to read as follows:
     3    6.  A  conditional adult-use cultivator licensee shall have the tempo-
     4  rary authority to minimally process and  distribute  cannabis  products,
     5  provided that such final products shall be in the form of cannabis flow-
     6  er, without holding an adult-use processor or distributor license estab-
     7  lished  pursuant to sections sixty-nine and seventy-one of this article;
     8  provided that the licensee complies with all requirements for the  proc-
     9  essing  and distribution of cannabis products as set out by the board in
    10  regulations or in the terms and conditions of the  conditional  license.
    11  Such  authority  to  minimally  process and distribute cannabis products
    12  expires on June first, two thousand  [twenty-three]  twenty-four.  After
    13  June  first,  two  thousand  [twenty-three] twenty-four, any conditional
    14  adult-use cultivator seeking to process and distribute cannabis products
    15  shall be required to apply for and receive a processor  and  distributor
    16  license to conduct this activity.
    17    §  2.  Subdivision  6 of section 69-a of the cannabis law, as added by
    18  chapter 18 of the laws of 2022, is amended to read as follows:
    19    6. A conditional adult-use processor licensee shall have the authority
    20  to distribute cannabis products without holding an adult-use distributor
    21  license established pursuant to  section  seventy-one  of  this  article
    22  until June first, two thousand [twenty-three] twenty-four, provided that
    23  the  licensee  complies  with  all  requirements for the distribution of
    24  cannabis products as set out by the office. After June first, two  thou-
    25  sand  [twenty-three]  twenty-four,  any conditional processor seeking to

     1  distribute cannabis products shall be required to apply for and  receive
     2  a distributor license to conduct this activity.
     3    §  3.  This act shall take effect immediately; provided, however, that
     4  the amendments to subdivision 6 of section 68-c  and  subdivision  6  of
     5  section  69-a  of  the cannabis law made by sections one and two of this
     6  act shall not affect the expiration of such sections and shall be deemed
     7  to repeal therewith.
