  TITLE OF BILL: An act to amend the administrative code of the city of New York, in relation to the suspension of alternate side of the street parking regulations   PURPOSE OR GENERAL IDEA OF BILL: This bill would add the day after Thanksgiving to the list of state and national holidays on which alter- nate side of the street parking regulations in the city of New York are suspended.   SUMMARY OF SPECIFIC PROVISIONS: Amends Subdivision a of section 19-163 of the administrative code of the city of New York, as amended by local laws numbers 32 and 33 of the city of New York for the year 2002.   JUSTIFICATION: Parking throughout New York City is seriously congested at any given time. A lack of available on-street parking is generally acknowledged as one of the most problematic and frustrating issues confronting residents and merchants alike. Currently, the list of offi- cial City holidays that result in the suspension of alternate side of the street parking regulations includes state and national holidays in order to alleviate parking pressure. Because the day after Thanksgiving is generally considered part of the holiday weekend, the number of residents who have the day off from work is as great, and if not greater, than other holidays already included in the list. Consequently, the large volume of vehicles parked on the street, combined with in-force alternate side parking regulations, makes parking very difficult and hinders traffic flow. If enacted, this legis- lation would ease traffic and parking pressures in New York City on the day after Thanksgiving, without having a deleterious overall effect on street cleanliness.   PRIOR LEGISLATIVE HISTORY: 1999/2000 - A.7562 - Referred to cities 2001/02 - A.5377 - Referred to cities   FISCAL IMPLICATIONS: None.   EFFECTIVE DATE: Immediately.

        AN ACT to amend the administrative code of the  city  of  New  York,  in
          relation  to  the  suspension  of alternate side of the street parking
          regulations
 

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1. Subdivision a of section 19-163 of the administrative code
     2  of the city of New York, as separately amended by local laws numbers  32
     3  and  33 of the city of New York for the year 2002, is amended to read as
     4  follows:
     5    a. All alternate side of the street parking rules shall  be  suspended
     6  on  the  following holidays:   Christmas, Yom Kippur, Rosh Hashanah, Ash
     7  Wednesday, Holy Thursday, Good Friday, Ascension Thursday, Feast of  the
     8  Assumption,  Feast  of  All  Saints, Feast of the Immaculate Conception,
     9  first two days of Succoth, Shemini Atzereth,  Simchas  Torah,  Shevuoth,
    10  Purim,  Orthodox Holy Thursday, Orthodox Good Friday, first two and last
    11  two days of Passover,  the  Muslim  holidays  of  Eid  Ul-Fitr  and  Eid

    12  Ul-Adha,  Asian  Lunar  New Year, [and] all state and national holidays,
    13  and the day after Thanksgiving Day.
    14    § 2. This act shall take effect immediately.
