  TITLE OF BILL: An act to provide that schools, child day cares, day care centers, or community based organizations which support activities for children under the age of eighteen can not serve as a shelter for migrants   PURPOSE OR GENERAL IDEA OF BILL: This bill prohibits using schools, child day care, day care centers, or community based organizations as shelters for migrants   SUMMARY OF PROVISIONS: Section three prohibits the use of schools, child day care, day care centers, or community based organizations which support activities for children under the age of 18 as migrant shelters. Section two establishes the effective date.   JUSTIFICATION: New York state is facing a migrant crisis. As New York looks to safely house migrants who have nowhere to go we must also ensure that children are kept safe and prohibit schools and other places open for children from being used a shelter for migrants.   PRIOR LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: Costs associated with creating audits and reports.   EFFECTIVE DATE: This act shall take effect immediately.
