MEMORANDUM IN SUPPORT OF LEGISLATION

  TITLE OF BILL: An act to amend a chapter of the laws of 2023, amending the correction law relating to requiring religious dietary food options in prison commissaries and visitor's areas, as proposed in legislative bills numbers S. 4748-B and A. 5939, in relation to the effectiveness thereof   PURPOSE OR GENERAL IDEA OF BILL: This bill allows for food products to be made available to inmates with dietary restrictions within the New York State prison systems.   SUMMARY OF PROVISIONS: Section one amends the effective date for the chapter from 60 days to 270 days.   DIFFERENCE BETWEEN ORIGINAL AND AMENDED VERSION (IF APPLICABLE): The amended version of this bill has extended the effective date from sixty days to two hundred and seventy days.   JUSTIFICATION: Currently, some New York State Correctional facilities vending machines and commissary do not adhere to the dietary restrictions for those following strict religious observances. It is imperative that food be available for all, including those with these varying restrictions.   PRIOR LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: None, as these items are purchased.   EFFECTIVE DATE: This act shall take effect two hundred and seventy days after it shall have become law.
