        Introduced by M. of A. FALL, RICHARDSON -- read once and referred to the
          Committee  on  Cities  --  recommitted  to  the Committee on Cities in
          accordance with Assembly Rule 3, sec. 2 -- committee discharged,  bill
          amended,  ordered reprinted as amended and recommitted to said commit-
          tee

        AN ACT to amend the administrative code of the  city  of  New  York,  in
          relation  to  requiring new homeless shelters conduct a public hearing
          in the community where the proposed shelter is to  be  located  before
          being sited
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The administrative code of the city of New York is  amended
     2  by adding a new section 21-324 to read as follows:
     3    § 21-324 Community involvement. a. Notwithstanding any other provision
     4  of law to the contrary, the department shall establish a process for the
     5  siting  of new homeless shelters for adults, other than short-term emer-
     6  gency homeless shelters.
     7    b. The process developed by the department under  this  section  shall
     8  include  conducting at least one public hearing on the siting of any new
     9  homeless shelter. Such public hearings shall be held  in  the  community
    10  district in which such proposed homeless shelter is to be located.
    11    §  2. This act shall take effect one year after it shall have become a
    12  law. Effective immediately, the addition, amendment and/or repeal of any
    13  rule or regulation necessary for the implementation of this act  on  its
    14  effective date are authorized to be made and completed on or before such
    15  effective date.
