        Introduced  by M. of A. SCHMITT, FITZPATRICK, LEMONDES, ANGELINO, BLANK-
          ENBUSH,  McDONOUGH,  MANKTELOW,  BYRNE,  GALLAHAN  --  read  once  and
          referred to the Committee on Education
 
        AN  ACT  to amend the education law, in relation to prohibiting instruc-
          tion on critical race theory

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1.  The education law is amended by adding a new section 801-b
     2  to read as follows:
     3    §  801-b.  Critical  race  theory prohibited.   The regents and school
     4  districts in the state of New York shall not: (1) establish or permit  a
     5  course or curriculum that teaches individuals to bear collective respon-
     6  sibility  for  any  actions committed previously by other members of the
     7  same race; (2) require students to take part in a  course  that  teaches
     8  individuals  to  feel  discomfort,  guilt,  anguish or any other form of
     9  psychological distress due to the individual's  race  or  religion;  (3)
    10  require  students  to  take part in a course that teaches individuals to
    11  discriminate against or receive differential treatment based  solely  or
    12  partially  on  the individual's race; or (4) require students or faculty
    13  to learn or study the 1619 Project.
    14    § 2. This act shall take effect immediately.
