        AN  ACT  to amend the state finance law, in relation to establishing the
          fibroid study fund
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. The state finance law is amended by adding a new section 87
     2  to read as follows:
     3    § 87. Fibroid study fund. 1. There is hereby established in the custo-
     4  dy  of  the state comptroller a special fund to be known as the "fibroid
     5  study fund".
     6    2. The sources of funds shall consist of all moneys  collected  there-
     7  for,  or  moneys  credited or transferred thereto from any other fund or
     8  source pursuant to law, or any  other  moneys  made  available  for  the
     9  purposes of such fund.
    10    3.  (a)  Moneys  of  such  fund shall be expended to the department of
    11  health to study fibroids and the alleviation of pain caused by fibroids.
    12  Such study shall:
    13    (i) examine and evaluate current research and progress in the study of
    14  fibroids;
    15    (ii) examine and evaluate current treatment methods for fibroids;
    16    (iii) identify potential barriers to access to treatment for fibroids;
    17    (iv) examine the symptoms and effects of fibroids on women of color;
    18    (v) identify  any  potential  barriers  to  access  to  treatment  for
    19  fibroids,  in  addition  to barriers identified pursuant to subparagraph
    20  (iii) of this paragraph, for women of color;
    21    (vi) make recommendations as the development of treatment methods  for
    22  fibroids;
    23    (vii)  make recommendations to remove any potential barriers to access
    24  to treatment of fibroids; and
    25    (viii) make recommendations to remove any potential barriers to access
    26  to treatment of fibroids specific to potential  barriers  to  access  to
    27  treatment faced by women of color.

     1    (b)  The  department of health may also provide grants for the purpose
     2  of advancing the study of fibroids.
     3    4.  Monies  shall be payable from the fund on the audit and warrant of
     4  the comptroller on vouchers approved and certified by  the  commissioner
     5  of health.
     6    5.  On or before the first day of February each year, the commissioner
     7  of health shall provide a written report to the temporary  president  of
     8  the senate, speaker of the assembly, chair of the senate finance commit-
     9  tee, chair of the assembly ways and means committee, chair of the senate
    10  committee  on  health, chair of the assembly health committee, the state
    11  comptroller and the public. Such report shall include how the monies  of
    12  the  fund  were  utilized  during the preceding calendar year, and shall
    13  include:
    14    (a) the amount of money disbursed from the fund and the  process  used
    15  for such disbursements;
    16    (b) recipients of awards from the fund;
    17    (c) the amount awarded to each;
    18    (d) the purposes for which such awards were granted; and
    19    (e) a summary financial plan for such monies which shall include esti-
    20  mates of all receipts and all disbursements for the current and succeed-
    21  ing  fiscal  years,  along with the actual results from the prior fiscal
    22  year.
    23    § 2. This act shall take effect immediately.
