        Introduced  by M. of A. BARRETT -- read once and referred to the Commit-
          tee on Tourism, Parks, Arts and Sports Development
 
        AN ACT in relation to conducting a study of public and  private  museums
          in New York state
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The department of economic development, in conjunction with
     2  the empire state development corporation, the department  of  education,
     3  the  office  of parks, recreation and historic preservation, the depart-
     4  ment of environmental conservation, the department of state, and the New
     5  York state council on the arts, is hereby directed to conduct a  compre-
     6  hensive  study  on  public  and private museums in the state. Such study
     7  shall include, but not be limited to:
     8    1. taking a census of public and private museums in the state, includ-
     9  ing information on the size, hours  of  operation,  visitor  statistics,
    10  funding   sources   and  amounts,  and  the  subjects  of  the  museums'
    11  collections, of the many museums throughout the state.
    12    2. identifying  the  benefits,  shortfalls  and  consequences  of  the
    13  different  sources  of  support  museums receive publicly and those they
    14  must find privately.
    15    3. providing information and  recommendations  so  as  to  inform  the
    16  legislature of the adequacy of public and private sources of the funding
    17  for  museums in the state and to serve current and future funding needs,
    18  recommend systems of support to best ensure  equitable  distribution  of
    19  such  funds, regardless of discipline, budget size, or location, and the
    20  continued accessibility and availability of museums promoting a  general
    21  interest  in  cultural  and  historical  topics, fine arts, physical and
    22  natural sciences, technology, engineering and mathematics, and to deter-
    23  mine the feasibility of a single reporting system that  includes  active
    24  oversight.
    25    §  2. A report of the findings of such study, recommendations, and any
    26  proposed legislation necessary to implement such  recommendations  shall
    27  be  filed  with the governor, the temporary president of the senate, and
    28  the speaker of the assembly within one year after the effective date  of
    29  this act.
    30    § 3. This act shall take effect immediately.
